Job Description


OverviewJhpiego is seeking a District Officer to support efforts to improve the clinical management skills of healthcare providers in delivering maternal and neonatal care at primary healthcare facilities, particularly at puskesmas (community health centers) in South Tangerang City. These positions will provide technical assistance to District Health Offices (DHO) in ensuring implementation of Puskesmas in improving access quality services and improving quality of Puskesmas services.Reports to : MNH Technical AdvisorSupervises : N/ALocation : Kota Tangerang SelatanResponsibilitiesTechnical and Management Responsibilities:

  • Coordinate and oversee Blended Learning (BL) implementation to ensure the training using blended learning approach for doctors and midwives is implemented according to accredited curriculum.
  • Work closely with selected accredited training institutions and the Kota Tangerang Selatan Health Office to prepare and implement the theoretical and practical training sessions.
  • Work closely with selected accredited training institution the organization of class-based sessions and field practice opportunities are well prepared and aligned with the learning objectives.
  • Assist the City Health Office in monitoring the achievement of targets e.g.number of patients for training participants to ensure they attain the required clinical skills.
  • Conduct follow-up visits or coordination to monitor the application of acquired clinical skills in the Puskesmas. Encourage the use of these skills and effort to maintain clinical skills to contribute to improvements in key maternal and neonatal quality of care indicators.
  • Work closely with selected training institution to compile and submit timely and accurate reports on training implementation and to fulfil milestones stated in Technical Service Contract.
  • Work closely with City Health office on follow-up findings and contributions to clinical quality improvement indicators.
  • Work closely with MNH Technical Advisor and MNH Technical Director to provide insights and feedback to inform the broader quality improvement initiatives at the district level, particularly in maternal and newborn health services in primary health facilities.
  • Work closely with MEL Advisor to collect and analyse routine service data and disseminate results regular meeting at city level.
  • Work closely with MNH Technical Advisor and MEL Advisor to document success, lessons learned and challenges in implementation; contribute to the analysis, synthesis and reporting of project outcomes and results; and prepare and contribute to timely semi-annual and annual reporting of project activities as needed
  • Other duties as assigned by supervisor
Required Qualifications
  • Bachelor degree in public health, health administration, or related field
  • Minimum five yearsxe2x80x99 experience with development/health sector
  • Experience working on health system programming, advocacy
  • Strong network of health systems stakeholders in the selected district desired
  • Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
  • Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
  • Excellent written and oral presentation skills, including report writing and dissemination
  • Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
  • Excellent time-management, problem-prevention and problem-solving skills
  • Competent in Microsoft office: Excel, MS word, and Power point
  • Ability to work independently and to exercise independent judgment
