Experience
- min 5 years experience in preparation of Disaster Management and prepareness plans for Infrastructure works including Tunnel Projects .
Roles & Responsibilities -
Responsible for developing, implementing, and overseeing comprehensive disaster management and preparedness strategies for large-scale infrastructure projects, with a special emphasis on tunnel projects. This role is critical for ensuring project safety, mitigating risks, and building resilience against potential natural and man-made disasters. The expert will work closely with project engineers, management, and external agencies to create a safe and secure operational environment.
Risk Assessment and Analysis:
Conduct comprehensive Hazard Identification, Risk Assessment, and Vulnerability Analysis (HIRA/VRA) for infrastructure project sites, with a specialized focus on the unique risks associated with tunnel construction and operation (e.g., fire, collapse, flooding, seismic activity, ventilation failure).
Plan Development:
Develop, author, and maintain robust Disaster Management Plans (DMPs) and Emergency Preparedness & Response Plans (EPRPs) in line with national and international standards.
Formulate detailed Standard Operating Procedures (SOPs) for various emergency scenarios.
Implementation and Coordination:
Oversee the implementation of the Disaster Management Plan across all project phases.
Liaise and coordinate with project management teams, engineering departments, contractors, and relevant government bodies (e.g., NDMA, SDRF, Fire Services, Police).
Training and Capacity Building:
Design and conduct regular training programs, workshops, and awareness sessions on disaster preparedness for all project personnel.
Organize and execute mock drills and emergency simulation exercises to test the effectiveness of the response plans and identify areas for improvement.
Compliance and Reporting:
Ensure all disaster management activities are in strict compliance with legal, regulatory, and contractual requirements.
Prepare detailed reports, post-incident analyses, and documentation for senior management and stakeholders.
Resource Management:
Advise on the procurement, strategic placement, and maintenance of essential safety and emergency response equipments
Desired Skills and Competencies
Proven, hands-on experience in the preparation and implementation of Disaster Management Plans and Preparedness Plans for major infrastructure works. Demonstrable experience specifically related to Tunnel Projects is an essential requirement. Technical Skills: In-depth knowledge of the disaster management cycle, risk assessment methodologies, and relevant national/international codes (e.g., NDMA guidelines).
Analytical Skills: Strong ability to analyze complex technical information, identify potential hazards, and develop effective mitigation strategies. Communication Skills: Excellent written and verbal communication skills for creating clear plans, reports, and conducting training. Leadership: Ability to lead and guide teams during high-pressure emergency situations. Interpersonal Skills: Proven ability to collaborate effectively with diverse teams and external agencies. Problem-Solving: Proactive and decisive problem-solver, capable of making critical decisions under pressure. and negotiation skills
