OBJECTIVES OF THE PROGRAMME

The overall objective of the WHO Division of Universal Health Coverage and Life Course is to support countries to strengthen their health systems towards achieving universal health coverage (UHC) goals and improve people\'s health and wellbeing at all ages. The essence of this work is that each country\'s national health system is oriented to primary health care as its foundation with strength and resilience to provide the quality services people need for their health and wellbeing without financial hardship. UHL provides global policy, programme, and technical and scientific leadership for universal health coverage and primary health care, working in close collaboration with WHO regional and country offices and other partners, working towards the Organization\'s goal of an additional one billion people benefiting from UHC and contributing to the achievement of all health-related Sustainable Development Goals (SDGs).

Within the UHL division, the WHO Global Centre of Traditional Medicine complements the core normative and country support functions of the Organization\'s Headquarters Traditional, Complementary, and Integrative (TCI) Unit and six Regional Offices\' work on traditional medicine. The Traditional Medicine Centre will focus on complementary areas of work and scaling up the Organization\'s capacities in traditional, complementary, and integrative medicine with respect to evidence and learning, data and analysis, sustainability and equity, and innovation and technology to optimize the role of traditional medicine towards achieving goals for universal health coverage and sustainable development.

The Organization\'s holistic, integrated work on traditional, complementary and integrative medicine - across HQ, regions, and the Traditional Medicine Centre - supports Member States to harness the potential contribution of traditional medicines to health, wellness and people-centered health care, to promote the safe and effective use of traditional medicines by regulating, researching and integrating traditional medicines products, practitioners and practice into health systems, where appropriate, promote scientific advances, access and use through innovations and technology, and protect biodiversity and local resources and rights towards equitable and sustainable development.

DESCRIPTION OF DUTIES

  • Leads the Traditional Medicine Centre in providing political and technical expertise to Member States and other Stakeholders with tools and technical data required for the development, implementation, and monitoring of national and/or global policies and programmes.
  • Provides the overall leadership, management accountability, and direction of the Traditional Medicine Centre in delivering its objectives through managing and galvanizing a diverse workforce and financial resources to optimize the Traditional Medicine Centre deliverables and mandate.
  • Provides senior-level technical advice and expertise to Senior Management in traditional, complementary, and integrative medicine in order to position the Traditional Medicine Centre and Organization as a leader in the respective area.
  • Directs and leads overall establishment and development of the Centre\'s evidence-based policies and strategies for roll out and delivery for Regional and Country Office implementation.
  • Oversees the monitoring and evaluation and reporting of the Centre\'s area of work to ensure development of key performance indicators and global reporting requirements and mechanisms to ensure optimal performance of Traditional Medicine Centre deliverables.
  • Oversees the development, monitoring and reporting of a risk management framework for the Centre\'s area of work.
  • Serves as the scientific/technical reference among UN Agencies and other key players in traditional, complementary, and integrative medicine.
  • Ensures and promotes integration of Regional and Country Office perspectives and operational capacities, as well as those of other departments at HQ, into a joint WHO work programme and common approach.
  • Builds strong partnerships and fosters consensus-building with External Partners, Member States, UN Agencies, Donor, cutting edge research institutions and other stakeholders in the subject area to politically position the technical area of work and implementation into national and/or global policies.
  • Represents the Organization and Traditional Medicine Centre in diverse global fora to position WHO as a leader in the global health community.
  • Performs all other related duties as assigned.
Specific duties
  • Leads research, data and evidence-for-policy initiatives related to traditional medicine, universal health coverage and primary health care.
  • Coordinates and builds multi-country, multi-disciplinary partnerships inclusive of all WHO Member States\xe2\x80\x99 traditional medicine systems and as related to the priority areas of work for the Traditional Medicine Centre, including science, data, biodiversity, and innovation.
REQUIRED QUALIFICATIONS

Education

Essential: Advanced level university degree (Master\'s level or above) in traditional, complementary, or integrative medicine, or public health, with a focus on global health policy and management.

Desirable: Ph.D. in traditional, complementary, or integrative medicine, or public health with a focus on global health policy and management.

Experience

Essential: A minimum of 15 years of professional experience in the management of global public health programmes, including experience providing senior-level advice and guidance to Senior Management/Decision makers, managing human and financial resources, as well as experience in developing and establishing policies and strategies. Demonstrated experience at the international level.

Desirable: Experience leading global public health research and capacity-building programmes.

Desirable: Intermediate knowledge of French or other WHO official languages.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 114,666 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 3411 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
