Scope of Responsibilities Directs, coordinates, and exercises functional authority for planning, organization, control, integration, and completion of engineering projects within area of responsibility. Plans and formulates engineering programs assuming entire responsibility for the completion of conceptual and detailed design activities within the scheduled timeframes, allocated manpower and budgeted costs. Primary Duties

  • Allocate appropriate manpower for the preparation of proposals, FEED, Concept Study and the performance of detailed engineering on projects.
  • Manage the discipline proposal team and perform all activities such as process simulation, review of key process engineering documents, issue of TQs for clarification of tender requirements, FEED Verification, review of process performance guarantee parameters, preparation of technical write-ups and estimation of Chemical/Catalyst quantities, etc.
  • Guide the Discipline project team in carrying out contract review, establish list of engineering deliverables and technical requirements for the development of the Technical Document Register (TDR) and the Procurement Register. Review design for compliance with corporate specifications, contract requirements and international codes and standards.
  • Assume overall responsibility for delivery of process engineering on a project and ensure quality and timely release of deliverables. Build rapport with client, attend project meetings and meeting with clients, review and monitor key process engineering deliverables like design basis, critical calculations and other engineering activities. Monitor the progress of a project and provide technical support in the completion of all engineering deliverables as per project schedule. Discipline manager could be assigned as process lead on large projects.
  • Proactively identify and mitigate technical risks during proposal/project stage. Consult with HOD and arrange for peer reviews and/or third party verification/studies as required.
  • Promote value engineering and provide cost effective solutions maintaining quality while meeting with project specifications and not compromising design integrity.
  • Coordinate engineering activities with other engineering departments.
  • Evaluate manpower requirements; develop manpower plans and schedules. Recommend, assign and allocate manpower for the execution of engineering activities within the budgeted project man-hours. Recommend cost effective measures to reduce overall manpower costs.
  • Manage changes efficiently and ensure the changes are communicated systematically to other disciplines without delay.
  • Interface and regularly meet with client and vendor representatives, head internal staff and kickoff meetings, ensure the progress of work within allotted man hours and budgeted costs. Coordinate with projects and planning departments on schedule related issues.
  • Evaluate current manpower skill levels and apportion work among engineering staff according to complexity, and project schedule. Determine training and development requirements; confer with supervisory level personnel in the identification of skill gaps and training needs. Mentor and motivate assigned staff.
  • Conduct performance appraisals for process team members. Establish clear work standards, performance objectives and targets. Evaluate and make recommendations for promotions, salary increases, transfers, and terminations.
  • Recommend recruitment requirements in support of department engineering activities; participate in screening of applicants, interviewing, selection and hiring of candidates.
  • Analyze technology trends; recommend upgrade of systems and procedures when required. Assess, identify and develop technical tools, conduct presentations and seminars to update and improve the quality of engineering deliverables.
  • Identify and organize the preparation and implementation of standard design guides, specifications, datasheets and checklists.
  • Interact with Quality Assurance for quality issues; strictly ensure compliance with Company’s ISO Quality standards and procedures. Coordinate Internal and client audit requests; facilitate audit procedures of engineering systems within the department.
  • Promote awareness of safety in strict compliance with company HSE policies and procedures.
  • Evaluate and assess department material resources, recommend library books, codes and standards and software requirements.
  • Provide clarification and guidance and technical support to construction sites and commissioning engineers, provide startup assistance as required.
  • Identify key technical issues in the design on Project/Proposals and risk associated with the design approach, performance of the plant, safety & integrity of the design.
  • Familiarity with all applicable international codes, standards & local regulation requirement.
  • Participate in key design reviews (PFD, P&ID, layout, HAZOP, model review).
  • Perform related duties as and when directed by Direct Supervisor.
  • Interaction with Engineering work center & evaluate scope split to maximize the work distribution based on availability and competency.
  • Review/estimate the man hours of proposals and identify the resource requirement during execution of project based on the schedule.
  • Plan time to time visit to work centers during execution phase to ensure compliance to project specification & schedule.
  • Ensure team is complying to Petrofac BMS procedures & guidelines.
  • Ensure team working meets Petrofac quality procedures & guidelines as per BMS.
  • Monitor Engineering KPIs and interact with the team for its compliance.

Minimum Requirement Bachelor’s Degree in Chemical Engineering with a minimum of 20 years of relevant experience Preferably with EPC companies in the of the Oil and Gas Industry or reputable engineering consultancy organizations.
