About the Role: Position Summary: The Data Manager\xe2\x80\x99s role is to gain a thorough understanding of the existing data lifecycle, encompassing the variety of data collected, the reports produced, and how these reports are utilized. This position is responsible for maintaining the accuracy and consistency of data, which involves establishing and managing databases. A primary duty includes performing in depth data analysis using advanced tools such as SQL and Python. Further, The Data Analyst will be tasked with interpreting substantial datasets, identifying key trends, and producing lucid, insightful reports. The insights derived from these analyses are vital for guiding reforms and shaping decision-making processes within the State Department. Key Responsibilities: Comprehensive Data Management:

• Oversee the collection, transformation, and organization of data across various departments to ensure accuracy and reliability.
• Develop and implement strategies for efficient data handling and storage, aligning with state department objectives.
• Support and maintain data governance policies that uphold ethical standards and compliance with the state education department.

Advanced Data Analysis:

• Lead in-depth data analysis to draw meaningful conclusions and guide informed decision-making at higher management levels.
• Utilise advanced analytical tools and techniques to provide strategic insights that support key departmental initiatives.

Root Cause and Gap Analysis::

• Conduct thorough root cause analysis to identify underlying reasons for problems using both primary and secondary data sources.
• Perform gap analysis to evaluate current processes or systems, identifying opportunities for improvement and aligning them with state department objectives.

Data Visualisation and Communication:

• Design and implement sophisticated data visualization techniques to make complex data findings accessible and understandable to diverse audiences, including senior stakeholders in the state department.
• Present data-driven insights in a clear and impactful manner, facilitating informed decision-making.

Stakeholder Engagement

• Collaborate with various stakeholders within the Punjab School Education Department, including policymakers, educators, and administrators, to understand their data needs.
• Communicate data insights effectively to non-technical audiences and provide data-driven recommendations to support decision-making.

Continuous Improvement

• Stay up-to-date with the latest developments in data management, analytics, and technology trends.
• Identify opportunities for process improvement and automation to enhance the efficiency and effectiveness of data-related operations.

Required Qualifications, Skills, and Abilities:

• Bachelor\xe2\x80\x99s degree in a data-related field (e.g., Computer Science, Data Science, Statistics) required; advanced degree preferred.
• Proven experience in data management, data analysis, or a related field, with a minimum of 2-4 years of experience.
• Strong knowledge of data warehousing, ETL processes, data modelling, and database management systems.
• Expert-level experience in SQL, PL/SQL, Python, R
• Strong analytical (read quantitative) and problem-solving skills.
• Strong communication skills (both written and verbal), experience in documentation, writing reports, proposals, and presentation skills
• Strong project management skills \xe2\x80\x93 prioritisation, setting goals, assessing progress and course-correction
• Ability to work collaboratively with cross-functional teams and communicate technical concepts to non-technical stakeholders.
• Understanding education-related data and policies is a plus.
• Experiences working with the government and in the education sector are desirable, though not necessary.
• High level of spoken and written fluency in English, Hindi & preferably Punjabi as well.
