Key Responsibilities

The Cost Controller is responsible for monitoring, analyzing, and reporting all project costs to ensure accurate budgeting, forecasting, and cost performance for the projects. This role supports project management teams by providing transparent cost visibility and ensuring adherence to contractual, financial, and operational requirements.


A. Cost Monitoring & Reporting

Track, control, and report project costs (CAPEX/OPEX) across all phases of oil & gas projects. Prepare detailed monthly cost reports, cost variance analysis, and performance metrics. Monitor commitments, expenditures, forecasts, and change orders. Maintain and update the project cost database and cost control systems.

Budgeting & Forecasting

Develop, review, and maintain project budgets and baseline cost plans. Support preparation of long?term cost forecasts based on project progress and risk assessments. Ensure alignment with Work Breakdown Structure (WBS) and cost breakdown structure (CBS).

Cost Analysis & Variance Management

Analyze project cost performance indicators. Identify deviations from budget and provide recommendations for corrective actions. Evaluate cost impacts of engineering changes, procurement variations, and construction delays.

Contract & Procurement Interface

Review contractor invoices, verify progress, and validate cost claims. Coordinate with procurement to monitor Purchase Orders, contract values, and variations. Support negotiation of change orders and cost?related contract matters.

Project Controls Integration

Collaborate with planning/scheduling teams to align cost and progress data. Interface with engineering, construction, and finance for integrated project control reporting. Ensure cost control processes comply with corporate and project management procedures.


Required Qualifications & Education

Bachelor's degree in Engineering or related field. Certification in project controls is a plus.

Work Experience

8+ years of cost control experience in the oil & gas industry (EPC, offshore preferred). Strong knowledge of project cost control methodologies, budgeting, and financial reporting.

Technical Skills

Proficiency with cost control software (e.g., SAP, Oracle, Primavera Cost Manager, EcoSys). Strong MS Excel & Power BI skills for cost modeling and dashboards. Proficiency in project scheduling tools (Primavera P6)
