UN Women\xe2\x80\x99s work on Gender Responsive Budgeting (GRB) or Gender Budgeting (GB) involves ensuring that national planning, budgeting, monitoring and evaluation processes incorporate a gender perspective. UN Women\xe2\x80\x99s GRB programmes at the regional and country level have made significant contribution towards this by building political support, developing technical resources and capacities, generating good practices for improving women\'s access to services and increasing accountability for Gender Equality and Women\xe2\x80\x99s empowerment (GEWE). At the forefront of global, regional and local advocacy for application of GRB, UN Women has built partnerships with diverse government, inter-governmental and non-governmental partners to further efforts and demonstrate GRB\xe2\x80\x99s relevance to sustainable development, aid effectiveness, public sector reform and financing for development. UN Women\xe2\x80\x99s India Country Office, based in New Delhi is implementing a project with the objective of strengthening institutional mechanisms for GRB resulting in an increase of gender perspective in budgets, improved availability of data, and tracking of progress on gender equality initiatives across ministries and select states/UTs. It aims to create a conducive policy environment and enhance institutional capacities on gender budgeting at the national and State/UT level. It will identify strategies and operational approaches to strengthen on-going efforts in the area of GRB. Insights generated from this project will enable key stakeholders at the national and state level to accelerate their efforts to ensure that women\xe2\x80\x99s priorities are adequately reflected in national and state budgeting processes, and to make concrete changes for adequate resource allocation towards women\xe2\x80\x99s priorities. UN Women through this programme will work with national ministries including Ministry of Women and Child Development (MWCD), Ministry of Finance to deepen anchoring of GB across union ministries and departments and sectors. It will support establishing and strengthening institutional mechanisms for GRB and institute methodological changes in Planning-Budgeting and Auditing (PBA) systems for enabling gender responsive actions. The project will aim to enhance capacities of government officials and other stakeholders to implement the gender responsive PBA measures, and leverage technology to advance gender budgeting including through and e-governance tools. Within this context, UN Women seeks the services of Web Graphic Designer. Under the overall guidance & reporting to the Programme Lead- GRB and with support from the IT Specialist and the core unit team, the Web Graphic Designer will be responsible for enhancing the accessibility and digital interface of the web portal design of the e-governance tool.




Duties and Responsibilities




Under the overall guidance of Programme Lead \xe2\x80\x93 GRB , the Web Graphic Designer will work to support in strengthening the design of the e-governance tool on gender responsive governance and budgeting. The Web Graphic Designer will work closely with the IT Specialist-GRB, UN Women and have the following tasks:
  • Design graphics creation for the e-governance tool and develop an aesthetic design for the web portal.
  • Design/strengthen the layout of e-governance tool on gender budgeting to make it user-friendly based on the content provided by UN Women.
  • Translate information and data received from Ministries/States on Gender Budgeting into designed, user and web-friendly formats, that can be updated and adjusted for future use.
  • Ensure the design of the materials is consistent with Government of India\xe2\x80\x99s policies and UN Women\xe2\x80\x99s communications guidelines/standards.
  • Select and edit images for the web portal.
  • Design a dynamic dashboard with analytics, graphs for easy consumption of quantitative data.
  • Support IT Specialist for piloting of the tool, UAT testing, and aggregation of dashboard.
  • Work with the IT Specialist to ensure compatibility of the tool with National e-government portals, popular web browsers (Google Chrome, Firefox, Windows, Safari) and mobile platforms (Android and IOS).
  • Set up the website on Sitecore, UN Women\xe2\x80\x99s corporate web content management system (WCMS), with the guidance of the Website Specialist, including the site structure, information architecture, sections, pages, publications, articles and other features.
  • Work with the UN Women Communications Team to prepare content according to web content writing best practices and upload it to the website.
  • Assign relevant metadata to uploaded content.
  • Install and configure modules on relevant pages.
  • Work with the Website Specialist and web developers in Headquarters to identify, troubleshoot and resolve technical issues on the WCMS.
  • Train the Communications Team and other relevant regional office staff on how to use the WCMS to add and edit content
  • Any other task assigned in relation to the above.
Note- UN Women has non-exclusive world rights in perpetuity of all designed submissions and products. Deliverables:
  • Submission and approval of the work plan -e-gov tool. Website development plan and structure (sitemap): draft version submitted - 15 November 2023 - 20% Payment.
  • Design graphics creation for the e-governance tool and develop an aesthetic design for the web portal. Website set up on Sitecore, including the site structure, information architecture, sections, pages, publications section, news section and other features as agreed in the sitemap - 30 November 2023 - 20% Payment.
  • Design a dynamic dashboard with analytics, graphs for easy consumption of quantitative data. Initial training on the WCMS held for the Communications Team - 1 December 2023 - 15% Payment.
  • Support IT Specialist for piloting of the tool, UAT testing, and aggregation of dashboard. Website tested, technical issues identified and resolved; testing report submitted - 31 December 2023 - 15% Payment.
  • Work with the IT Specialist to ensure compatibility of the tool with National e-government portals/ other web browsers. Final training on the WCMS held for the Communications Team including detailed handover notes on WCMS management and content editing - 30 January 2024 - 20% Payment.
  • Final e-gov portal tested and handed over to UNW - 25 February 2024 - 10% Payment.

Required Skills and Experience




Education:
  • Bachelor\xe2\x80\x99s degree in graphic designing, web analytics or related fields.
Experience:
  • Minimum of 8 years of experience in graphic designing, web analytics and relevant experience such as Power BI, Google Data Studio, Tableau, Dreamweaver tools and softwares.
  • Proficiency in Adobe Photoshop Express, Adobe Illustrator, Typescript, Atom.io, Jira, and Git.
  • Knowledge of web graphics and programs including Macromedia Flash etc.
  • Command over content management systems and applications like Site support Joomla, HubSpot etc.
  • Knowledge of recent trends in graphic design, web sites, including online video publishing etc.
  • Experience of working on social issues, gender concerns and experience of development projects will be an added advantage.
  • Demonstrated ability to create innovative and visually appealing design and provide examples of such assignments within last 5 years.
  • Experience and knowledge of functioning with government systems/departments.
Language:
  • Proficiency in English; good command over Hindi in reading and writing.
