As part of this endeavor, PATH has been supporting Govt. of Uttar Pradesh with minimizing mortality/morbidity from AES (Acute Encephalitic Syndrome)/JE (Japanese Encephalitis) and would require senior consultants to support the ongoing AES/JE project transition to Govt. health system in the state of UP.

Two Consultants will be based in Lucknow- Gorakhpur and will be responsible for providing high-quality strategic technical assistance at State/ Division/District level for sustaining the gains achieved and further strengthening the AES control activities to be undertaken by health system at the district /divisional level. This role will involve close collaboration with the Govt. program officers at multi levels for gradual transitioning of project activities, to state Govt. health system.
Key Responsibility
To provide strategic technical assistance to the state Government (communicable diseases section of health department), working in close coordination with state IDSP (integrated diseases surveillance program) and State Program Officer Diseases Surveillance, with oversight from PATH national level team and the state Lead.
Establish a systematic rhythm of business reviewing the analysis of data and evidence from the field generated by the district/ government health system, in collaboration with the state IDSP data team at the state level,
Coordinate regular feedback sharing (using official WhatsApp groups and emails meant for the purpose) from the state nodal officer to the districts based on these analyses with specific action points, that will be followed up subsequently by the Consultant with respective districts, for compliance with the government health system,
Strategic Technical support to Govt. health system at state and divisional/district level to timely detect AES case-clustering, spot-mapping and identify potential outbreaks, and undertaking outbreak investigation and response on the ground by the district health system, using government resources.
Undertake periodic reviews with the concerned districts on the specific programmatic indicators of AES cases reported, mortalities, case reporting patterns from the ETCs, ETC monitoring efforts by district officials, etiology testing patterns of AES and High-Grade Fever cases (acting as enabler and quality control).
Work with the Government program officers to take up most AES activities utilizing state Govt. resources including NHM funds through PIP mechanism, depending on programmatic needs.
Establish collaboration with local medical institutions in the affected geography for their continued technical support to AES activities like:
Utilize the expertise of medical college faculty as resource persons for State-level Trainings of Trainers (ToTs) and
Facilitate engagement of representatives from medical institutes in DTF meetings and STF when feasible.
Technical support to the government system at state/district level in developing knowledge material, training modules, and updating job-aids for ETCs
Analysis of programmatic intervention and their impact and sharing with the national team
Timely compilation of progress reports for donor reporting, dissemination and publication.
Any other assignment under the infectious diseases cluster / requested for by the state Govt.
Required Skills:
Educational qualifications:
MBBS degree is essential. A postgraduate degree in public health, like MD (PSM) / MD (Community Medicine)/ MPH qualification is desirable.
10+ years of Work experience.
Prior work experience in AES/JE control program and surveillance preferred.
Desirable:
Excellent management skills, managing individual and team performance effectively managing/resolving conflict.
Proficient in computers with knowledge of MS-Office applications viz. Excel; Word and PowerPoint and internet is essential.
Ability to work with people with divergent points of view and to respectfully navigate differences, as a team player.
Excellent documentation and presentation skills.
Excellent analytical, negotiating and communication skills.
Demonstrated ability to engage/ liaise with Government officials and Partners
Ability to manage multiple tasks, set priorities, work independently, and maintain a high level of accountability.
