Result of Service






Under the guidance and direct supervision of the Head of the ESCAP Subregional Office for South and South-West Asia, the consultant will conduct the study through following methods:

  • Collection and analysis of primary data, including through the design and implementation of surveys, focussed group discussions, in-depth and semi-structured interviews etc.
  • Calculation and analysis of secondary data available from ILOSTAT, national statistical publications, overall and sectoral labour force surveys and other databases
  • Assessment of challenges and opportunities of women workforce in the transport and logistics sector
  • Research and analysis of initiatives and national experiences undertaken by the public or/and private sector to increase women workforce in the sector and to design and operate gender-responsive transportation systems
  • Drafting of recommendations on the way forward to attract more women workforce in the sector and to design and operate gender-responsive transportation systems.

Outputs
a) An annotated outline of the study, including methodology, 2- to 3-page draft . Delivery date 10 October 2022
b) 1st draft of study. Within 4000 to 5000 words in MS word file. The figures and tables will be provided in editable format. Delivery date 10 November 2022.
c) 2nd draft of study, incorporating comments from ESCAP. Within 4000 to 5000 words in MS word file. The figures and tables will be provided in editable format. Delivery date 30 November 2022.
d) Final draft of study, incorporating comments from ESCAP. Within 4000 to 5000 words in MS word file. The figures and tables will be provided in editable format. Delivery date 30 December 2022.

Performance indicators for evaluation of outputs
1. Deliverables are of high quality and fully addresses specifications and comments provided by ESCAP.
2. Deliverables are submitted by the deadlines.

Consultancy fee:
The total consultancy fee will be USD 3,300. The consultancy fee will be paid in two installments upon successful completion following outputs:

a. USD 1,000 on satisfactory completion of output B - 15 November 2022
b. USD 2,300 on satisfactory completion of output D - 31 January 2023

Duties and Responsibilities






Transport infrastructure and services are often mistaken as being “gender neutral”; however, transport projects, systems and services do not equally serve men and women. The transport sector is traditionally gendered through socioeconomic conditions, traditional ways of life, women’s legal status, their position in the labour market, and their role in decision making.

Despite the strong growth in career opportunities in transport and logistics, the sector is traditionally male dominated and remains slow in attracting and engaging women among its workforce. Women remain underrepresented in most transport-related industries , especially in South Asia. The underrepresentation of women in the transport and logistics sector has in turn curtailed the incorporation of gender perspectives in decision-making , including in the design and operation of transportation systems.

To promote policy advocacy for the economic empowerment of women – through the development of gender-responsive transportation systems, including promoting female participation in the transport and logistics sector and facilitating the development of gender-responsive transportation systems – the Subregional Office for South and South-West Asia is commissioning a country study titled, “Empowering women through the transport and logistics sector in India” to explore the state of female labour force participation in India’s transport and logistics sector as well as gender-responsiveness in transportation systems in India.

In specific, each country study will:
  • Conduct analyses on the extent of women’s participation in the different value chains of the transport and logistics sector, with disaggregation by occupation types and their levels in existing value chains in the transport and logistics sector.
  • Identify policy bottlenecks and barriers faced by women in successfully gaining and maintaining employment in the transport and logistics sector, particularly for jobs higher up in the value chain.
  • Identify good practices and lessons learned by both the public and private sectors in mainstreaming gender issues and promoting gender inclusiveness in the transport and logistics sector.
  • Analyze how to make transport services and business operations accessible, reliable and safe for women (including girls, elderly women, women with disabilities, migrant/refugee women, women ethnic minorities).
  • Provide recommendations to the government, private sector, professional associations and other stakeholders on how to better attract and retain women at the various stages of the value chain in the transport and logistics sector.
  • Provide recommendations to the government, transportation operators and other stakeholders on how to design and operate gender-responsive transportation systems.

The focus of study will be on land-based transport, notably road and rail, and the logistics sector.





Qualifications/special skills






Academic Qualifications: Graduate degree in gender studies, economics, engineering, legal, transport, logistics and other social science or related studies. PhD is preferred.
Experience: Minimum 8 years professional experience in conducting research on the transport and logistics sector, including on gender-related issues. Experience in/on South Asia is preferred.
Language: Fluency in both writing and oral English is required for this assignment.
