What is the work?




Analyze RFPs / RFQs / ITBs from GOI, UN, and donor agencies. Interpret eligibility, compliance, and evaluation criteria. Identify risks, gaps, and non-compliance before submission. Review technical, financial, and administrative sections of submissions. Recommend improvements for compliance, competitiveness, and clarity. Ensure proposals align with: GOI procurement frameworks (GFR, CVC, MeitY, GEM, CPPP). UN / donor procurement guidelines (UN Procurement Manual, World Bank, ADB, DFID, etc.). Validate completeness of documents (forms, annexures, certifications). Provide structured review reports with actionable corrections. Highlight risks and advise mitigation strategies for high-value projects. Guide internal bid and pre-sales teams on procurement best practices. Share insights from past large-scale IT/digital transformation tenders. Support pre-bid queries/clarifications where advisory input is required. Deep understanding of GOI and UN / multilateral procurement processes. Experience with platforms such as GEM, CPPP, UNGM, donor e-procurement portals. Strong ability to interpret complex technical, commercial, and legal documents. Excellent advisory and communication skills with attention to detail. Analytical mindset with focus on compliance, risk mitigation, and competitiveness.





What skills and experience are we looking for?



Graduate in Engineering / IT / Business / Commerce (MBA preferred). 8-12 years overall experience in procurement, tendering, or bid management. At least 4-6 years in Government of India IT tenders (NIC, MeitY, UIDAI, Smart Cities, PSUs). At least 2-4 years in UN / donor / multilateral tenders (UNDP, UNICEF, World Bank, ADB, etc.). Demonstrated success in reviewing and validating large-scale IT / digital transformation bids (ERP, data centers, e-governance, or system integration).
