Job Description


Serves as a senior compliance risk analyst for Independent Compliance Risk Management (ICRM) responsible for establishing internal strategies, policies, procedures, processes related to monitoring and fostering awareness of sanctions regulatory requirements that Citi must comply with; assessing related sanctions risk exposure, overseeing the quality of sanctions control processes and setting global standards to manage and mitigate those sanctions risks and protect the franchise. In addition, provides support for the collation of potential breaches of sanctions from across the firm and work with contacts in the Business and Compliance to ensure consistent and effective application and implementation of, and controls to evidence adherence to, relevant sanctions related global standards, policies and procedures. This position also serves as the primary point of contact for the review and approvals for all Business Integration profiles (BIP) submitted to the Independent Compliance Risk Management (ICRM) Sanctions\' Screening Integration team and provide oversight of business/function integration projects through their entire lifecycle. Coverage also includes maintaining all documents, approvals - internal and external for audit and traceability purposes, functioning as a subject matter expert on Sanctions related items such as disposition models, etc. knowledge transfer and support to other team members, maintaining trackers and checklists to support the coordination of projects. Incumbent will also be involved in multiple large integration projects through the entire project lifecycle from a compliance oversight perspective, identify and escalate potential risks and issues, and participate in resolution, and provide senior reporting. The resource will also act as an internal ICRM Sanctions project manager / lead and coordinate activities within Program & Integration Management, International Sanctions, Sanctions L3 and Content Management teams as needed during Requirements, Design and Go-Live phases. Coverage includes functions and activities for APAC and support and coordination with the Regional Offices, and will require cross-region and cross-function coordination with other Citi Functions, Businesses, and Operations & Technology. Key Activities include:

  • Analyzing comparative data, preparing and presenting regional and global reports related to sanctions risk assessments, and monitoring of sanctions related issues and escalations with senior management and global partners.
  • Supporting a specialized team of Independent Compliance Risk (ICRM) officers responsible for program execution activities.
  • Contributing to the design and maintenance of a comprehensive written ICRM Sanctions Framework (standards and policies).
  • Partnering with functional partners and key stakeholders \xe2\x80\x93 regionally and globally, as applicable, to ensure potential risks are identified during due diligence, or escalated on an ad hoc basis, are appropriately vetted and addressed. Identifying and escalating to the Chief Sanctions Officer material risks and significant instances of not adherence to the Framework by accountable front line units; directs investigations in coordination with GIU, CSIS, Legal, HR, or as appropriate.
  • Monitoring adherence to Citi\xe2\x80\x99s Global Sanctions Policy and relevant procedures; staying current on key Sanctions regulatory changes, key enforcement actions and related industry trends.
  • Overseeing adherence to procedures and processes, to ensure compliance with policies ensuring that front line units meet required standards.
  • Interacting with relevant teams to raise awareness of Sanctions trends, emerging issues, remedial actions or enhancements to the program.
  • Supporting efforts in connection Internal Audit and functional regulators in Program exams and evaluations; tracks and challenges remedial actions from the front line units.
  • Drafting and editing sanctions-related reference materials; support the various electronic record-keeping logs for sanctions licenses, voluntary disclosures; subpoenas etc.; participate in sanctions training programs.

Specific Responsibilities:
  • Coordinate ICRM Sanctions activities to integrate Product Processors (PPs) currently used by various Citi Businesses and Functions with the standard platform for both Customer and Transaction Sanction Screening in Citi, namely CitiScreening.
  • Support the finalization of the Business Onboarding book of work by Compliance Technology and periodic prioritization exercises to assess scope and impact of activities and align them with the scheduled releases.
  • Review different project artifacts, including business integration profiles from a compliance perspective and provide approvals per the documented procedures.
  • Coordinate and lead discussions with business, operations and technology stakeholders from a ICRM Sanctions perspective.
  • Lead project discussions on behalf of ICRM Sanctions Business Integration team with businesses, technology and within ICRM Sanctions teams such as Content Management, International Sanctions and Sanctions L3.
  • Stay current on Sanctions Policy and Standards requirements as well as Citi\'s Account and Transaction screening platform (CitiScreening\'s) functionality to be able to ensure that optimal solutions are proposed while staying within policy requirements and without any Sanctions risk.
  • Provide guidance & knowledge transfer to less experienced colleagues on procedures, business requirements, policy, etc.
  • Provide guidance and oversight to Compliance technology to ensure business integration processes are being performed in accordance to the established operational procedures
  • Manages issues and provides oversight of Technology Business Integration projects
  • Assists in the execution of strategic and tactical Compliance plans, providing oversight to key projects throughout lifecycle. Offers constructive options to ensure project tracks to original expectations and scope
  • Conduct Post-Project Implementation Reviews to document lessons learned; implement lessons learned on a continuous basis.
  • Provides Compliance support to management in the development and enhancement of processes and procedures to ensure adequate controls are in place and compliance with various regulatory and legal requirements;
  • Identifies and resolves problems, and refers complex problems to management for resolution
  • Act as an individual leader on projects involving assessment of Compliance risk.
  • Support the development and maintenance of an end-to-end Sanctions Policy framework for maintaining the Policy and related standards and guidance documents.
Qualifications:
  • Preferably expertise of AML and Sanctions regulations, risks and typologies
  • Knowledge of Compliance laws, rules, regulations, risks and typologies
  • Excellent written and verbal communication skills
  • Must be a self-starter, flexible, innovative and adaptive
  • Strong interpersonal skills with the ability to work collaboratively and with people at all levels of the organization
  • Work collaboratively with regional and global partners in other functional units; ability to navigate a complex organization
  • Excellent project management and organizational skills and capability to handle multiple projects at one time
  • Proficient in MS Office applications (Excel, Word, PowerPoint) Knowledge in area of focus.
Preferred:
  • Project Management within Operations and Technology, and/or Sanctions Compliance experience strongly preferred; may include consumer or transactions services, financial services firm, regulatory organization, legal/consulting firm, or a combination;
  • Strong writing and editing skills with the ability to assess/opine on key process components;
  • Demonstrated ability to assess risk in application of requirements across varied businesses and products;
  • Experience engaging with regulators and/or Internal Audit and Compliance Assurance
  • A firm understanding and working knowledge of program management, OFAC/Sanctions processes, and knowledge of banking products and operations;
  • Project-oriented; ability to think critically, identify and prioritize issues, formulate solutions and deliver results in a time-sensitive manner with emphasis on problem-solving and high-quality work product;
  • Fluent English (spoken and written) required;
  • Proficiency in Microsoft Word, Excel (e.g., pivot tables, formulas), and PowerPoint;
Education:
  • Bachelor\xe2\x80\x99s degree; experience in compliance, legal or other control-related function in the financial services firm, regulatory organization, or legal/consulting firm, or a combination thereof; experience in area of focus.
