- Through knowledge of the specification of the project
- Understanding of the conceptual design and final layout

- Fair communication skills and good job knowledge

- Engr should know Q, Rate Analysis, Billing, Computers, AutoCAD and Contract Management
- Can Handle individually complete Billing & estimation department
- Can supervise and update the status of civil work going on site
