Job Title: Business Development Analyst & Proposal Manager

Role Overview:
We are seeking a dynamic and detail-oriented
Business Development Analyst & Proposal Manager
to support Arch Systems' federal growth strategy. This hybrid role combines business development and proposal writing/management responsibilities, with a focus on identifying federal contracting opportunities (including BPA/IDIQs, GWACs, and Task Orders), developing compliant and compelling proposals, and supporting strategic teaming and capture efforts. The ideal candidate will possess a strong understanding of federal procurement processes, superior writing skills, and the ability to collaborate across business, technical, and contract management teams.
Research and identify relevant opportunities from federal procurement platforms (e.g., SAM.gov, GovWin).
Evaluate solicitations (RFIs, RFPs, RFQs) to assess compliance, alignment with strategic goals, and capability gaps.
Present Go/No-Go recommendations based on opportunity fit, Arch Systems' capabilities, and competitive landscape.
2. Teaming & Partner Coordination:
Identify and evaluate potential teaming partners to address capability gaps and enhance proposal competitiveness.
Coordinate NDA execution, teaming agreements, and partner documentation with the Contracts Manager.
Collaborate with teaming partners for BPA/IDIQs, GWACs, and Task Orders to ensure strategic alignment and responsiveness.
3. Proposal Development & Management:
Prepare, write, and edit federal proposals, including technical narratives, management volumes, and pricing inputs.
Develop win themes and value propositions in coordination with project teams and SMEs.
Organize and lead proposal development meetings, including kick-offs, color reviews, and submission readiness checks.
Ensure compliance with all RFP instructions, evaluation criteria, and federal acquisition regulations (FAR).
4. Technical Writing & Documentation:
Create and maintain technical documents, project reports, SOPs, and other materials in support of proposals or active contracts.
Work with SMEs to gather technical input and transform it into clear, persuasive content.
5. Market Research & Competitive Intelligence:
Conduct agency-level research to understand mission priorities, procurement forecasts, and spending trends.
Perform competitive analysis to identify Arch Systems' differentiators and positioning strategies.
Maintain a knowledge repository of opportunity assessments, agency intelligence, and past performance.
Maintain version control of proposal documents and ensure adherence to internal standards and submission timelines.
Review proposals for grammatical accuracy, consistency, formatting, and compliance.
Support internal quality assurance reviews prior to submission.
7. Internal Communication & Reporting:
Act as a liaison between business development, contracts, technical teams, and leadership.
Prepare briefing materials, executive summaries, and opportunity reports for internal stakeholders.
Stay updated on company capabilities, past performance, and strategic priorities to support proposal development and opportunity alignment.
Qualifications:
Education:
Bachelor's degree in English, Communications, Technical Writing, Business Administration, or a related field.
Experience:
3+ years of experience in federal proposal writing, business development, or a similar role within government contracting.
Proven success in preparing compliant and competitive federal proposals.
Experience supporting BPA/IDIQs, GWACs, and Task Orders is highly desirable.
Skills:
Strong understanding of federal acquisition regulations (FAR) and procurement lifecycle.
Excellent writing, editing, and proofreading skills with strong attention to detail.
Ability to synthesize technical input and develop persuasive proposal narratives.
Proficient in Microsoft Office (Word, Excel, PowerPoint); familiarity with proposal and BD platforms such as GovWin, SAM.gov, Deltek, or Proposal Central.
Ability to manage multiple concurrent projects and meet tight deadlines.
Effective communicator with strong organizational and analytical thinking.
Preferred:
Experience working with federal agencies or in sectors aligned with Arch Systems' services.
Familiarity with proposal templates, color team reviews, and Shipley-style proposal methodologies.
