The Budgeting Manager is responsible for assessing and prioritizing school infrastructure needs, preparing and managing budgets, and ensuring that costs align with project goals and CSR partner expectations. They work closely with architects, engineers, and government stakeholders to create accurate cost estimates, manage fund utilization, and ensure compliance with donor guidelines for school transformation projects.
Key Responsibilities / Task List

Assess School Requirements
Visit the school or review it virtually.
Collect photos and videos of classrooms, labs, libraries, playgrounds, and staff areas.
Record the school's location and background details.
Identify gaps in infrastructure.
Note critical safety issues (leaks, cracks, unsafe areas).
Identify functional issues (missing furniture, poor lighting, poor ventilation).
Observe opportunities for improvements (painting, green spaces, finishing touches).
Ensure budgets first address critical and important needs.
3. Review Drawings & Prepare BOQ
Examine architectural and civil drawings.
Extract material and labor quantities for each school.
Prepare a detailed Bill of Quantities (BOQ).
Cross-check BOQ against site photos, videos, and observations.
Correct any discrepancies between drawings and actual site requirements.
4. Prepare Budget Estimates
Review the project's Scope of Work (SoW) and Bill of Quantities (BoQ) in detail to fully understand the financial and execution requirements.
Ensure that all cost elements, specifications, and quantities are accurately captured for budgeting.
Develop individual budgets for each project site, aligned with approved BoQs and timelines
Calculate total project costs for materials, labor, other elements and construction.
Compare costs with standard market rates or Schedule of Rates (SOR).
Suggest cost-effective alternatives without reducing quality or safety.
Ensure budgets meet CSR partner expectations.
5. Align with Principals, Government Officers & CSR Partners
Share proposed scope with school principals.
Collect approvals and recommendations from principals and government officers.
Confirm that the school is eligible for transformation and committed to maintaining improvements.
Align budgets with CSR partner expectations.
6. Prepare Presentations for Donors and Partnership Teams
Create clear and simple presentations and summaries of the budget.
Highlight school needs, proposed interventions, and cost breakdowns.
Ensure information helps partners make funding decisions.
7. Ensure Compliance & Financial Governance
Follow donor guidelines and internal financial policies.
Maintain accurate records of BOQs, budgets, approvals and other documentation
Support internal and external audits by providing necessary documents.
