A Billing Engineer in the water treatment sector is responsible for managing project billing, cost control, and financial documentation to ensure accurate and timely revenue realization. The role is critical in EPC and infrastructure projects, particularly Water Treatment Plants (WTP) and Sewage Treatment Plants (STP), where strict adherence to contract terms, measurements, and government billing procedures is required.
Key Roles & Responsibilities
Prepare and submit Running Account (RA) bills, interim bills, and final bills in line with contractual terms and project milestones.
Coordinate closely with the Project Manager, execution teams, planning, and accounts departments to ensure timely billing and certification.
Liaise with clients and government authorities for bill certification, approvals, and payment follow-ups.
Verify executed work against BOQ, approved drawings, specifications, and contract conditions for WTP/STP projects.
Prepare variation orders, deviation statements, extra item claims, and rate analysis as per approved designs and site conditions.
Maintain accurate billing records, abstracts, reconciliation statements, and supporting documentation.
Review, verify, and certify subcontractor bills based on measurements and work progress.
Ensure compliance with approved drawings, work orders, and contractual obligations.
Track payments received, monitor outstanding invoices, and support resolution of billing discrepancies.
Required Qualifications
Education
B.E./B.Tech in Mechanical Engineering (preferred)
Diploma in Mechanical Engineering (acceptable)
Experience
Relevant experience in billing and commercial functions for EPC, infrastructure, or construction projects.
Prior exposure to wastewater or water treatment projects (WTP/STP) is essential.
Experience with government contract billing procedures is highly preferred.
Technical & Functional Skills
Strong knowledge of EPC contracts, BOQ structures, measurements, and billing procedures.
Proficiency in MS Excel (advanced formulas, data analysis, reporting).
Experience working with billing formats and ERP systems.
Sound understanding of BOQ, rate analysis, and construction measurements.
Ability to read and interpret construction drawings and technical specifications.
Strong coordination, communication, and documentation skills.
