Purpose
The Facility Manager is the most senior Operations position based on the Air Products Barauni Plant with overall responsibility for the day-to-day operation the Hydrogen and Air Separation Plants. Accountable for the management, supervision and safety of all operations on the site to facilitate attainment of the company\xe2\x80\x99s standards and global best practices for EH&S, cost control, staffing, reliability, productivity quality, and overall customer services.
Nature and Scope

The Facility Manager is a key position for the success of Air Products (AP) new Barauni Plant in both the short and long term.
Reporting to the India Operations Line Manager.
The Barauni Plant is Air Products first fully owned and operated plant in north India, it represents a significant investment and includes \xe2\x80\x9cState of the Art\xe2\x80\x9d technology. The plant consists of 2 main elements: -

  • 1 x Large Technip Steam Methane Reformers (SMR) with Air Products PSA\xe2\x80\x99s for H2 purification.
  • An Air Products Air Separation Unit (ASU) Producing Nitrogen
The customer is Indian Oil Corporation Ltd. (IOCL), Barauni refinery and the Air Products plant is located within the customer\xe2\x80\x99s site. The products from the Air Products plants go directly to the customer as part of their refinery expansion. There is a high level of integration between IOCL and Air Products with respect to feedstock\xe2\x80\x99s, products and utilities. The products are critical to refinery unit operations. The plants run on continuous basis and there is a strong emphasis of high reliability and high efficiency with contractual penalties against Air Products for underperformance. Air Products owns, operates and maintains Hydrogen Plants and ASU\xe2\x80\x99s around the globe with Operations in over 50 countries, in excess of 100 hydrogen plants and 350 ASU\xe2\x80\x99s. As such we have a wealth of expertise and have well established work processes in place for the reliable and efficient operation of our plants. The Plant Manger will be expected to work closely with the Indian Communities of expertise and ensure consistent compliance with these work processes.
Prior to facility operation the individual will have a period of training including a period of work experience at a suitable Air Products location. They will then move to the Barauni location before plant commissioning begins, where they will have a role setting up the permanent site team, establishing site procedures and involvement in commissioning.
The role will involve working closely with Air Products India Hydrogen and ASU communities.
PRINCIPAL ACCOUNTABILITIES
  • A primary accountability of this position is the safety of all personnel on the Air Products plant. Working with the plant-based Safety Officer to plan, organize, audit, and follow up in order to establish Air Products safety culture.
  • Facilitate the use of, and compliance to AP EH&S standards such that EH&S performance continually improves and performance targets are met or exceeded.
  • Understand all relevant EH&S regulations applicable to the facility and develop plans on how they will be implemented at the facility to ensure compliance. Understand and implement Air Products EH&S work processes including emergency preparedness and incident management.
  • Support the commissioning of the Barauni plants to ensure the start-up is successful, the plants are properly handed over to Global Operations in accordance with Air Products standards and all outstanding testing, work and punch list items identified with a path to closure.
  • Implement Air Products work processes to achieve ongoing operating excellence in the areas of customer satisfaction, efficiency, productivity, product integrity, reliability, quality, cost reduction and continuous improvement.
  • Achieve alignment with Air Products global organization by close liaison with Air Products Regional and Global Operations, Engineering and Support Service Departments.
  • Work closely with business areas in Air Products asset management process.
  • Control plant costs to meet budgets, routinely reporting cost variance to operating plan.
    Represent Air Products as the primary contact on plant related issues with customer, meet customer\xe2\x80\x99s senior individuals on a routine basis, maintain a close relation with customer and support the customers\xe2\x80\x99 ongoing operations and planning process.
  • Represent Air Products as the primary contact on plant related issues with governmental authorities and local communities; coordinate resources to provide timely feedback and maintain corporate image.
  • Contract Management, understand and implement commercial agreements associated with Air Products Barauni.
  • Manage the site based team through the direct reports, for example, Assistant Plant Managers, Maintenance Manager, Safety Officer and Administration personnel.
  • Maintain staffing levels and develop the Plant organization of to establish a team with the cross functional skills needed to support all aspects of plant operation.
  • Coordinate Human Resource (HR) activities including personnel appraisal and development.

MINIMUM REQUIREMENTS AND QUALIFICATIONS
  • Bachelor degree in Engineering. (Typically Chemical, Mechanical or Electrical).
  • Experience running large complex facilities in gas, petrochemical, or related industries.
  • Direct experience in at least one, and knowledge of all other technical elements of the plant. Steam Methane Reformer, PSA, Gas Turbine and ASU would be an advantage.
  • Minimum 20 years\xe2\x80\x99 experience in gas, petrochemical, or related industries.
  • Minimum 5-7 years\xe2\x80\x99 experience in Plant Management positions.
  • Must have extensive coordination experience in a multi team environment.
  • Strong leadership, interpersonal skills and customer relation skill.
  • Demonstrated ability to work in matrix organization, across functional and reporting relationships.
  • Demonstrated ability to lead large multi-function teams.
  • Excellent Communication & coordination skills.
  • Able to handle high level communication with customer.
  • Wide technical knowledge in gas operations and engineering.
  • Fluent oral English and excellent written English.
  • Knowledge of Hindi will be an added advantage.
