The Procurement Manager oversees end-to-end purchasing activities for civil, structural, and infrastructure projects. This includes identifying project needs, sourcing raw materials, negotiating high-value contracts, and managing the supply chain to prevent project delays.
Key Responsibilities
Strategic Sourcing:
Develop and execute project-specific procurement strategies to optimize cost, quality, and delivery schedules.
Vendor & Subcontractor Management:
Identify, evaluate, and onboard reliable suppliers and specialized subcontractors; maintain a qualified vendor database.
Negotiation & Contracting:
Lead negotiations for favorable prices, credit terms, and service levels; manage drafting and review of legal contracts in coordination with legal teams.
Material Planning:
Collaborate with site engineers and project managers to forecast material requirements and ensure on-time delivery of long-lead items.
Cost Control & Budgeting:
Monitor market trends for volatile materials (e.g., steel, fuel) and perform cost analysis to align with project budgets.
Inventory & Logistics:
Oversee warehouse inventory levels and coordinate logistics to ensure materials reach construction sites efficiently.
Compliance & Risk Management:
Ensure all procurement activities comply with industry regulations (e.g., FIDIC, safety standards) and develop risk mitigation plans for supply shortages.
Required Qualifications
Education:
Bachelor's degree in
Civil Engineering
, Construction Management, or Supply Chain Management; an MBA is often preferred.
Experience:
Typically 5-10+ years of procurement experience specifically within the
construction, EPC, or infrastructure sectors
.
Software Skills:
Proficiency in ERP systems (e.g.,
SAP, Oracle, NetSuite
) and advanced MS Excel for data analysis.
Certifications:
Professional certifications such as
CPSM
(Certified Professional in Supply Management) or
CIPS
(Chartered Institute of Procurement & Supply) are highly valued.
