Job Description

Brief:

A construction billing and contract manager's job involves overseeing client billing and subcontractor payments by preparing and verifying project bills, tracking expenses, ensuring accuracy in financial records, and managing the billing process to meet deadlines and comply with contracts and regulations. Key duties include collaborating with project managers to gather information, resolving billing discrepancies, managing a billing team, managing change orders and generating reports for management.

Key Responsibilities



Billing & Documentation:

Prepare and process client invoices, subcontractor payments, and progress bills (RA bills), ensuring all supporting documentation is complete and accurate.

On-site Verification:

Coordinate with site engineers to verify measurements and work completion on-site before certification.

Contract & Compliance:

Ensure billing practices comply with contract documents, specifications, industry standards, and relevant regulations.

Team Leadership:

Lead and mentor the billing team, fostering a collaborative environment and ensuring they adhere to best practices.

Financial Tracking:

Monitor project cashflows, track expenses, and report any discrepancies to ensure cost control.

Dispute Resolution:

Address and resolve billing discrepancies and inquiries from clients and internal stakeholders.

Reporting & Analysis:

Generate regular billing reports and analyze billing metrics to identify trends, provide insights, and recommend improvements.

Process Improvement:

Develop and implement new processes or optimize existing ones to improve the efficiency, accuracy, and timeliness of the billing cycle.

Collaboration:

Work closely with project managers, site engineers, finance teams, and other departments to ensure smooth and efficient billing operations.

Stakeholder Communication:

Serve as the primary point of contact for contractual matters, ensuring clear and consistent communication with all stakeholders.

Change Order Management:

Manage changes to the contract scope, ensuring they are documented, priced and duly approved.

Contract Management:

Draft, review, negotiate, and execute contracts with clients and subcontractors.
