  • Eztensive experience working in a similar role of technical oversight, project management/ coordination, and representation of projects in low- and middle-income settings, with extensive experience in the Asia region.
  • Working with multiple stakeholders including experience of effective client engagement.
  • Overseeing technical delivery of projects including:
  • Supporting Development of clear project terms of reference and ensuring activities are well defined for effective outcomes.
  • Quality assuring activities and outputs, providing constructive feedback to ensure strategic focus is maintained and agreed objectives delivered.
  • Ongoing oversight and support including troubleshooting and problem-solving.
  • Representation of programmes to high-level audiences and stakeholders
  • Sourcing, selecting and managing technical assistance as required to support effective project delivery.
  • Experience in monitoring and evaluating programmes.
  • Coordinating and consolidating inputs from multiple stakeholders.
  • Regular client reporting on programme activities.
  • Experience of planning and delivering public health programmes/ projects.

The Fleming Fund is a 10-year, large scale (+\xc2\xa3235m) and complex fund management programme which operates in up to 25 LMIC countries and runs until 2026. Reporting to the UK Programme Director, and working closely with the sub-Regional Coordinators, the Asia Regional Director will lead the Fleming Fund\'s activities in Asia, overseeing all facets of grant development and implementation to maximise the impact of investments and drive consistency, as well as driving the key strategic aims of the programme in the region. A key part of the role includes high-level liaison with regional stakeholders to promote the use and uptake of AMR data, political buy-in, key sustainability issues and broader human and animal initiatives.

Key Responsibilities include (80%):
  • Provides leadership, impetus and oversight of key strategic programme aims within their Region, ensuring objectives are programmed and coordinated across investments consistently and effectively.
  • Participates in Fleming Fund leadership team meetings internally and with the DHSC, for strategic planning, risk management and decision making.
  • Oversees and supports the Regional Coordinators with the implementation of the programme in Asia, working with them on all facets of grant development and implementation to maximise the impact of investments and value for money.
  • Working with the Regional Coordinators and UK Programme Manager/Global Technical Lead, ensures the regional hubs have the appropriate resource to deliver and report on their portfolio of grants.
  • Oversees and supports the development of country strategies for the Asia region, ensuring consistency across sub-regions and the programme.
  • Promotes the visibility and sustainability of the programme at government and regional level, increasing the understanding of AMR based on data and evidence.
  • Promotes the use and uptake of key AMR data and findings nationally and supra-nationally through presentations at key policy fora and conferences, including approaches to sustainability.
  • Engages with FCDO at a country level, other donors and health / disease surveillance initiatives for improved coordination, including Universal Health Coverage, Global Health Security Agenda, Animal Health and Veterinary public health.
  • Engages with the Quadripartite members (WHO/FAO/UNEP/WHOA) on a regular basis to ensure the Fleming Fund is relevant, coordinated and influential in participating with technical groups.
  • Engages with key regional stakeholders to improve the response to AMR through political leadership and influence, including actors such as the African Union, ASEAN, Development Banks, etc.
  • Ensures a coherent approach to MEL across the continents of Africa and Asia in line with the agreed strategy.
  • Identifies opportunities to leverage additional funding for AMR to complement Fleming Fund support.
Other responsibilities (20%):
  • Representing the broader International Health Portfolio and Mott MacDonald on thought leadership activities, technical forums and strategic events.
  • Support IHE growth including in the areas of AMR, One Health, Health Security and strengthening health systems through assisting in, or leading on, development of new opportunities for Mott MacDonald.
  • Corporate responsibilities:
  • Establish good and considerate working relationships with all staff in the International Health division, International Development Services Unit, ISMA Region and Mott MacDonald Group as a whole in a way which demonstrates respect for their particular roles and responsibilities.
  • When required, work closely with immediate colleagues and unit employees to provide a high-quality service to internal and external customers.

Job Profile

The Fleming Fund is a UK Government programme managed by the Department of Health and Social Care which is playing a leading global role in addressing the problem of anti-microbial resistance (AMR) in low- and middle-income countries in Africa and Asia.

The Country, Regional and Fellowship grants portfolio of the Fleming Fund is managed by Mott MacDonald and aims to address critical gaps in surveillance of antibiotic resistant bacteria and use of antibiotics in low- and middle-income countries. It is designed to align with the Global Action Plan on AMR, and this is reflected in the objectives of the Fleming Fund which are to:
  • Improve laboratory infrastructure for the diagnosis of drug resistant bacterial infections and surveillance of bacterial AMR
  • Strengthen human resource capacity and work force reforms
  • Strengthen AMR surveillance systems
  • Align human and animal health surveillance systems using a One Health approach
  • Build foundations for AMR surveillance data use
  • Promote rational use of antimicrobial medicines in humans, animals and crops
  • Provide value for money in grant funding
Funding is delivered through grantees across the portfolio of up to 25 African and Asian countries to improve surveillance and use of data on antibiotic resistance, consumption and use.

The majority of funds are invested in Country Grants which support the implementation of individual country\'s National Action Plans for Antimicrobial Resistance to ensure national ownership, alignment of approach with other stakeholders, and sustainability. The Fleming Fund adopts a One Health approach by promoting cross-sectoral approaches to surveillance of resistant organisms and the drivers of resistance development (e.g. use of antibiotics in agriculture, animal health, and in human medicine).

Funding is also available for the Fleming Fellowship Scheme, which provides professional development and improved awareness and advocacy to more than 180 individuals from within national surveillance systems. The fellowships provide medium term mentoring to cover skills in laboratory methods, epidemiology and surveillance, pharmacy, and in advocacy and policy.

Regional Grants and Strategic Alignment Grants are in place to improve quality assurance, surveillance and the use of data, training and online learning, and for strategic investments in collaboration with other donors.

The Fleming Fund has been operating since 2016 and has been extended into a second phase to take the programme to March 2026.
