JOB PURPOSE



Responsible for preparation of Operation, Maintenance, Process and Support functions for Opex Annual business plan (ABP). Prepare tracking and analysis of variance between Actual expense Vs ABP and Opex optimization. Chemicals inventory optimization and future requirements. Co-ordinate with internal stakeholders & Prepare Key highlights, Focus area, challenges in Refinery along with key critical performance indicators, KPIs and update the progress on performance improvement actions related to Refinery to appraise senior management. Troubleshooting of performance related issues in co-ordination with relevant functions.

Getting inputs related to Opex from all departments


Getting inputs on highlights, key challenges and focus area in refinery



Prepare performance report to apprise management


Coordinate with all departments to prepare refinery ABP Opex

Prepare of stock level for inventory control for MRP items of Chemicals & Catalysts


Prepare Key highlights, Focus area, challenges in Refinery along with key critical performance indicators, KPIs


Systems, Policies & Procedures:

To create a management framework in ISO 50001:2018 with the capability to achieve targeted gross margin performance improvement in Energy. Initiate development activities to enhance the skill levels


Follow & improve Opex monitoring system


Following process as per standard practice


Scrutinizing change requests in line with procedures.


Management :

To ensure achievement of targeted outcomes as efficiently as possible while at all times complying with process design standards & Statutory regulations
Prepared the performance report and timely action for optimal performance.





Obtaining change proposals in an efficient manner.





Conducting the test runs & preparation of test run / troubleshooting reports and prepared performance reports.

To be accountable for implementation and improvement of the EMS systems, procedures & policies in respective functional operations. Adhere to the all health, safety, and environment systems during all process activities

Awareness about Energy policy, significant energy uses, Energy objectives and Energy Management System (EnMS)



In the capacity of Energy Manager;


Initiate activities to improve monitoring and process control to reduce energy costs. Analyze equipment performance with respect to energy efficiency. Ensure proper functioning and calibration of instruments required to assess level of energy consumption directly or indirectly. Establish a methodology how to accurately calculate the specific energy consumption of various products/services or activity of the refinery. Develop and manage training Programme for energy efficiency at operating levels. Develop integrated system of energy efficiency and environmental up gradation. Co-ordinate implementation of energy audit/efficiency improvement projects through external agencies. Establish an improved data recording, collection and analysis system to keep track of energy consumption. Prepare a scheme for efficient use of energy and its conservation and implement such scheme keeping in view of the economic stability of the investment. Establish and/or participate in information exchange with other energy managers of the same sector through association

PROCESS SAFETY MANAGEMENT

PSM

Knowledge of Process Safety Management elements and procedures



Plan and conduct Asset Criticality Assessment of equipment.



Implementation of Inspection recommendation.



Lead / Participate Root Cause Analysis, Process Near Miss & Incident investigations.



Responsible for compliance of Contractor Safety Management System as assigned.



Participate in Process Hazard Analysis (PHA) studies, Pre-Startup Safety Reviews (PSSR).



Ensure interlock / trips are configured as per Cause & Effect Diagrams.



Maintain up to date of equipment datasheet, equipment failure data & history.

SKILLS & KNOWLEDGE



Educational Qualifications & Certifications:

Graduate Engineer. Understanding of Refinery / Manufacturing work processes & economics. Understanding of Refining parameters' behaviour and principles of technical integrity


Relevant (Functional/Level) & Total Years of Experience:

At least 08 - 10 years of experience managing Process Engineering Support function and technical aspects in a large Hydrocarbon / Petrochemical complex.



Functional Skills:

Expertise in at least one area of operations / technical knowledge and exposure to other areas of operations / technical knowledge and process trouble shooting and optimising skills. Knowledge of applicable standards, MS Office & Advance Excel, Aspen IP21, RPMS & LIMS Should have a knowledge of product, quality parameters, environment, Safety and Energy Management Should be aware about Energy policy, significant energy uses, Energy objectives and Energy Management System.
